Party Post Vs Kabinet Post

There are a lot of arises issue after the central election of MCA. One of the unexpected outcome is the defeat of Ong Ka Chuan in election of MCA deputy president. The matter arise after the end of the election is 

Whether Chua Soi Lek, the winner in the tight competition who defeat Ong Ka Chuan and Donold Lim should be appointed to become minister under MCA cabinet quota, replacing Ong Ka Chuan. ??

It seems it is a common rules and traditional that the top leadership component party of BN will definitely become Minister/Deputy Minister or Chief Minister/Menteri Besar. It has been a common practice since BN/Perikatan held the leaderships right of this country. After 51 years of applying such a rules, now the doubt is: 

Is this rule appropriate to be applied now ??? 

we can observe from the history of kabinet, where we can conclude that most of the minister appointed started from 1955 is mostly base on political interest, not because of their professionalisme and ability in the related field. As for it is a traditional rules, people will keep urging that this rules are to be obeyed in future. But do they actually realize the role of a minister in previous era compare to now and further more to the future are having a tremendous and revolutionary changes ? Ministers in 1960s and 1970s do not require to cover such a big field as today is because most of their work is localised, meaning dealing with mostly issue in the country. But the world has change - now it is a world of flat, we talk about globalization, we take about competency, and of course the ultimate methodology which lead to achieve this to main goal - PROFESSIONALISME. 

Can u imagine we are having a politician to take care of citizens health care services ? 

or rather 

Can u imagine we have a people who know nothing about military strategics to become minister of defense?? 

NOW HERE IS THE POINT OF CHANGE - MINISTER --> PROFESSIONALISME
